The Chairman commented on the MSPAC's dispatch errors, he stated, "at the risk of a medical liability exposure, I don't guess I should ask what the consequences were?" The Chairman was referring consequences to the patient. The Commander for the MSPAC addressed the consequences by stating with humor, "dispatcher is now walking a foot-beat over the bay bridge on a daily basis." At this point the Senate Finance Committee and those in the hearing room burst out in laughter. The Commander went on, "those of you who may travel the bay bridge on the way home tonight, you may see someone bundle up with a hat and gloves on, that is my dispatcher."

The night of the Trooper 2 crash the state police and the FAA controllers had a number of ways that they could have immediately identified the helicopter's last known position in Walker Mill Regional Park -- but they either did not have training in how to use the software or they did not know how to communicate the information accurately.
